Minority Bar Association of WNY Rates 2024 Judicial Candidates 

BUFFALO — The Minority Bar Association of Western New York (MBAWNY) has completed our spring 2024 judicial ratings of candidates for Buffalo City Court and the New York State Supreme Court. The annual ratings are performed to provide voters with nonpartisan information on candidates running for judicial offices. 

Using questionnaires and interviews, candidates were evaluated based on criteria deemed vital to hold judicial office: on their attitude, commitment, education, experience, fairness, industry, integrity, professional ability, punctuality, reputation, sensitivity, statutory standards, and temperament. Each candidate was then ranked as Superior; Well Qualified, Qualified, Qualified but Limited by Experience, or Cannot Recommend. The rating system used by the Minority Bar Association of WNY’s Judiciary Committee, although similar to that of other local bar associations, is unique in that it focuses on representing minority voices and perspectives. 

The 2024 Judicial Ratings of candidates, which have been certified by the MBAWNY’s Executive Board, are as follows: 


NEW YORK STATE SUPREME COURT (EIGHTH JUDICIAL DISTRICT) Robert Richardson is a confidential law clerk for the New York State Supreme Court.
Rating: WELL QUALIFIED


BUFFALO CITY COURT
Erin E. Hart
is a principal counsel to the Appellate Division, 4th Judicial Department Attorney Grievance Committee, 8th Judicial District.
Rating: QUALIFIED 

Hon. Barbara Johnson-Lee is an acting Erie County Court judge on the Buffalo City Court.
Rating: SUPERIOR

Rashied H. McDuffie is the deputy mayor of Operations for the City of Buffalo.
Rating: QUALIFIED

This organization is the voice for legal issues affecting the Western New York minority communities,” said Kristen Elmore-Garcia, chair of the MBAWMY’s Judiciary Committee. “Candidates submit their applications to obtain ratings from the Minority Bar Association. They undergo extensive background investigations, and interviews in front of a diverse panel. Our ratings are accurate and educate the community during election season.” 

The members of the MBAWNY are from diverse ethnic backgrounds representing various races, cultures, and beliefs in Western New York. Our not-for-profit group aims to facilitate and advance equality and excellence in the legal profession; aid in the progress of minorities in the legal profession; address legal issues affecting minorities; encourage the personal and professional development of lawyers and students; advocate for the civil rights of all people; and enhance the legal services available to minority communities.
